first_imgGeneralSummary/Purpose:Johns Hopkins BiomedicalEngineering (BME) is an interdisciplinary department, part of across collaboration effort between the Whiting School ofEngineering (WSE) and the School of Medicine (SOM). TheDepartment’s mission is to improve health through excellence inresearch and education at the interface of engineering, biology,and medicine.The Financial Analyst(FA), reporting to the Financial Manager, leads the budgeting andfinance activities for the Department of Biomedical Engineering.The FA will perform analysis and projections relating to businessor research trends, oversee the development and monitoring ofdepartmental non-sponsored, discretionary and sponsored budgets,plan and determine costs of business activities; recommend budgetadjustments and other cost improvement measures and close outterminated grants and contracts, transfer funding and producesummary documents. This position will also ensure that all fundingis received and that expenditures do not exceed revenue, developfinancial planning and cost analysis reports, meet with faculty toreview and ensure compliance with university and/or agencyregulations and restrictions, and perform comprehensive financialanalysis to improve departmental financial effectiveness andcompliance with JHU and/or agency regulations andrestrictions.Specific Dutiesand Responsibilities:GrantManagement: Manages post-award process including but notlimited to allocation of budgets, coordinating the timely andaccurate set up of payroll per grant guidelines, processing journalentries and cost transfers as needed, reconciling reports, researchrelated payroll and financial data. • Facilitate and/or producespecialized sponsored research/project reports utilizinginstitutional and/or departmental systems). • Provide guidance andoversight that grant/contract funds remain in compliance withUniversity and award/contractual guidelines, includingrecommendations to ensure all sponsored awards are reconciled andbalanced without a surplus or deficient balance. • Key contact forShared Services Sponsored Projects as part of the grant/contractfiscal reporting processes including the grant/contract closeoutand Financial Status Reporting process. • Key contributor in theannual budgeting process by providing research salary and supportinformation. Ensures that salaries are not on control salary andthat all research salary support for faculty and staff is clearedfrom the departmental default account monthly. • Provides monthly,periodic and/or ad-hoc financial reporting as requested by Faculty.• Ensures proper management of all sponsored awards, by insuringall financial transactions agree with GAAP, NIH Grants PolicyStatement, FDP, OMB, CAS, and University. • Timely review of effortreports and payroll prior to release to the PIs forsignoff.Financial:Interpretdata to determine past financial performance and/or to project afinancial probability. Ensure that expenditures for budgeted grantsand contracts are monitored and that reports are prepared tomaintain balanced accounts. Oversee the procurement process for allsponsored and non-sponsored faculty accounts. Develop and overseethe maintenance of sponsored account budget monitoring systems.Develop complex financial reports for forecasting, trending andresults analysis. Monitor, identify and communicate overexpenditures to faculty and administrative staff. Resolve fundingshortfalls. Keep abreast of laws and regulations that apply inorder to maintain up-to-date compliance with all sponsoredaccounts. Reconcile petty cash for sponsored account monthly.Identify high-risk sub recipient and maintain compliance with thesub recipient monitoring policies and procedures. Review andapprove procurement cards by the monthlydeadline.FinancialAnalysis:Perform analysis on budget performance,investigate variances, provide justification, and communicates toleadership as requested. • Assist in researching expense and volumevariances. • Seek to resolve any expense posting errors andcommunicate proper expense allocation as needed. • Complete monthlyreconciliation for the department accounts and analyze budgetpatterns and project expendituresFinancialReporting:Extract financial data from various accountingand information systems and perform financial and cost accountinganalysis of data • Assist in updating/preparing departmentaldashboard and executive summary. • As assigned, generate anddistribute monthly reports and create new reports to improvemonitoring of revenues/expenses within the department. • Ensureexpenditures for budgets are monitored and reports are prepared tomaintain balanced accounts. • Work requires analytical competencyin order to gather and interpret data, as well as proficiency withfinancial reporting systems to build reports.This description is ageneral statement of required duties and responsibilities performedon a regular and continuous basis. Additional related experience may substitute forrequired education on the same basis.
