Previous Article Next Article New laws will shake up way HR operatesOn 8 Jul 2003 in Personnel Today Companies face a massiveculture change in how they deal with staff following publication of governmentproposals on two vital pieces of employment legislation.First, the Government hasoutlined plans for implementing the Information and Consultation Directive(ICD) that will encourage employers to consult at an earlier stage and in moredetail, on all issues affecting employees. These include job security, termsand conditions of employment, restructuring, plans to sell, and any businessstrategy, which might directly impact on people in the workplace. Many may balk at this, butthe reality is that it is in the employers’ interests to play ball. Firms thattake the initiative will be able to set their own agendas and introduceconsultation arrangements that suit them.If they don’t, they riskhaving work councils imposed upon them. Under the proposals, employers willhave to introduce information and consultation arrangements if just 10 per centof the workforce request them. If a voluntary agreement cannot be reached, firms risk being forced to create a works council and will then face rigidconsultation requirements. The second and just assignificant announcement by the DTI regarded plans to introduce legislationoutlawing age discrimination at work.Employers will have to reviewall HR policies to ensure they don’t purposely or inadvertently discriminateagainst older staff. This will protect them from discrimination claims, butjust as important, it will help them become employers of choice for older staff.Organisations that struggle to recruit and retain older staff will also battleto compete. Both pieces of legislationpresent the HR profession with a significant challenge that must be taken upnow, even though the ICD does not become law until 2005 and age discriminationuntil 2006.New policies and focusedtraining will have to be developed months in advance if organisations are goingto stand any chance of being prepared for the new laws.Firms need to begin educatingand preparing their senior and line managers for both these landmark changesright now.By Penny Wilson, deputy editor ofPersonnel Today

Peter King (R-Seaford). Joining King was lone local congressional colleague from the same party, Rep. Lee Zeldin (R-Shirley), as well as Rep. Gregory Meeks (D-Queens), Rep. Kathleen Rice (D-Garden City) and Rep. Steve Israel (D-Huntington).“It was the strongest NSA legislation that can pass the House,” King said in a statement. “Also, as a practical matter, the NSA should still be at least 90 percent as effective under the Freedom Act as it is under current law.”King has been steadfast in his support of the surveillance agency ever since the disclosures from NSA whistleblower Edward Snowden sparked debate over the program nearly two years ago.The bill now goes to the U.S. Senate, where it enjoys considerably less support from a group of lawmakers unenthusiastic about stifling the NSA’s surveillance capabilities. Senate Majority Leader Mitch McConnel (R-Kentucky) does not appear eager to coalesce around his Republican colleagues in the House in order to successfully push the bill across the goal line in the Senate. The bill has the support of several civil liberties groups and the White House. But, the Electronic Frontier Foundation, an advocacy group that supports a free and open Internet, withdrew its support of the bill earlier this month following a momentous US Court of Appeals ruling that determined the NSA’s bulk collection of Americans’ phone data was illegal.“It is clear that Congress must do more to reign in dragnet surveillance by the NSA,” the EFF said after the ruling. The EFF had originally expressed support for the USA Freedom Act, but even then said the bill lacked critical reforms.King’s vote may be the biggest surprise. He has been a harsh critic of the journalists—most notably Glenn Greenwald—who reported on the documents leaked by Snowden, even going as far as saying “legal action” should be taken against those who initially reported on the stolen documents.“No right is absolute and even the press has certain restrictions,” King told Fox News nearly two years ago.He also didn’t mince words when it came to Snowden, the former NSA contractor.“I think he’s either a defector or a traitor—I guess take your pick,” King told CNN during the height of the explosive NSA revelations. He added, “I think what he’s done has done incredible damage to our country.”In a statement to the Press, King said he strongly supports the NSA and “would have voted to reauthorize it without any changes.” Yet, King said he voted in favor of the bill because of its chances of getting through the House without significantly impacting the NSA’s ability to operate unhindered.Zeldin was more inclined to vote “yes” because of the balance the bill struck between national security and privacy.“This legislation will significantly scale back the NSA’s data recording program, further protecting our freedoms and civil liberties,” he said in a statement.Rice, in a statement, called the bill a “common sense” measure that maintains national security “without compromising the privacy of American citizens.”“Instead of doing nothing and just allowing these programs to expire at a time when we know terrorist organizations are actively working to communicate with people in America and inspire attacks on our soil, we passed a bill that strikes a fair balance, protecting people’s privacy rights while ensuring our intelligence community still has the tools they need to keep us safe,” she said. “That’s why it received such broad bipartisan support in the House and why it deserves the same in the Senate.”Both Meeks’ and Israel’s offices did not respond to requests for comment. In its ruling, the U.S. Court of Appeals for the Second Circuit ruled that bulk collection under the NSA’s metadata program is not authorized by Section 215 of the Patriot Act, the controversial post-9/11 anti-terror law that gave intelligence agencies sweeping powers in the name of national security. Mounds of significant information can be gleaned from metadata, including the length of a phone call, phone number of its participants and in some instances, the precise origins of the phone calls. The court ruled that the program exceeded the scope of Congress’ authorization. The bill also includes reforms to the secretive Foreign Intelligence Surveillance Act (FISA) courts, which civil liberties groups argue has essentially acted as a rubber stamp for intelligence agencies. The bill would create the position of a special privacy advocate that would argue privacy concerns to the court and whose office would be able to appeal disputed decisions. The Senate must act on the bill in the coming weeks because the provision of the Patriot Act, which authorized the controversial practice, Section 215, sunsets on June 1.
The Liverpool manager has rejected claims reintroducing the five substitutes rule, which was briefly used last season after Project Restart, could favour the ‘big six’ teams in the Premier League and insists player welfare should be the priority this season. 5:29 “All the teams have to understand why it’s so helpful. It’s not an advantage, it’s a necessity. 100 per cent,” said Klopp.“In all other countries it happens and here we make a bit more fun of the competition by having only three subs. That is really incredible, so we have to talk again.”Alexander-Arnold will have a scan on Monday and is expected to withdraw from the England squad for their games against the Republic of Ireland, Belgium and Iceland later this month. “If we continue like this and hopefully we can play the Euros in the summer… if they happen, let’s see who will be part of that.”Manchester City have used all three of their substitutes twice this season and only two clubs have made fewer total substitutions, but manager Guardiola says he fully agrees with Klopp that the limit must be increased.“All around the world it’s five substitutions, but here we believe we are more special people,” said Guardiola.“We don’t protect the players, and that’s why it’s a disaster. In this calendar, especially. I will demand, if the people allow, we have to come back to five substitutions.“If not, it’s difficult to sustain it.”Keane: Very difficult for Man City to win the league Roy Keane believes Manchester City lack the firepower needed to win the Premier League this season, after their 1-1 draw with Liverpool.Pep Guardiola’s side were a distant second to the Reds last season and eight games into the 2020/21 campaign they already trail Liverpool by five points, sitting 11th in the table, six off early leaders Leicester City.Interestingly, Man City have scored 17 goals fewer than they had at the same stage of last season, and Keane believes with Sergio Aguero struggling with injuries, they aren’t able to make their dominance count in matches – and criticised them for not investing in a striker in the summer.“I know there were other positions they wanted to fill, a centre-half I suppose was a priority. They’ve got nobody but themselves to blame for being short on strikers. You have to have strength in depth – particularly if you’re expected to challenge for all the major trophies. I don’t see City winning the league this year.” 0:43 Klopp believes the Football Association should take action over the substitutes rule, or risk having more international players ruled out through injury.“In my understanding it is a lack of leadership,” Klopp added. “It is the only big league where you have only three subs. Surprise.“The FA has to be involved. Tonight we lost Trent Alexander-Arnold. I’m pretty sure Gareth Southgate is not fine [with that]. Real Madrid coach, Zinedine Zidane, hopes to see Karim Benzema finish the season as the LaLiga’s top scorer. Benzema is still in with a chance of finishing as LaLiga Santander’s top scorer, although it was not a priority for Zidane. “Of course I would like him to [win the Pichichi] for him, but it doesn’t mean anything,” Zidane said.Advertisement read also:La Liga: Benzema wins Player of the Month award for June “We will see as always, I would have liked him to, because he deserves it. “He will decide in the end, we will see how that will end.” FacebookTwitterWhatsAppEmail分享 Loading… Promoted ContentThe Models Of Paintings Whom The Artists Were Madly In Love WithWho Is The Most Powerful Woman On Earth?Birds Enjoy Living In A Gallery Space Created For ThemMysterious Underwater Objects Most People Don’t Know AboutBest & Worst Celebrity Endorsed Games Ever Made9 Facts You Should Know Before Getting A TattooThe Very Last Bitcoin Will Be Mined Around 2140. Whether you’re looking for information on a seaslug named after Nelson Mandela or advice on how to deal with fig tree-eating beetles, Museum Online South Africa’s Biodiversity Explorer will answer all your questions – and a lot more. The information-packed website, hosted by Iziko Museums of Cape Town, gives fascinating details about new or little-known species, recent discoveries in the field of biodiversity and today’s threats like anthrax and the HIV/Aids virus. It has a “Spotlight On” section, listing interesting developments on the biodiversity front and a “Shadow Falls On” section about the latest bugs or pests and how to deal with them. The site has a comprehensive search facility with an extensive database on fauna and flora, not necessarily specific to southern Africa. On the Mandelia microcornata seaslug, named after Nelson Mandela by two marine biologists who discovered it, Angel Valdes and Terry Gosliner, Biodiversity Explorer says: “It is regarded as something of an honour to have a species of organism named after you.“To have a genus named after you is even more of an honour because new genera are less often named than new species. However, an even greater honour is to have a family named after you because new families are rarely created.”In why they named the seaslug after Mandela, the two said: “This South African genus is named Mandelia to honour Nelson Mandela, who led the struggle for a multiracial government in South Africa.”The specific name is taken from the Latin word mirus (meaning odd) and cornus (meaning horn), “referring to the particular shape of the rhinophores of this species”. Mandelia microcornata has only been found along the Cape Peninsula coastline. The Biodiversity Explorer has plenty of useful information on how to tackle common pests like head lice and cat fleas in an environmentally sound way and how to distinguish between poisonous and non-poisonous spiders and scorpions.SAinfo reporterWould you like to use this article in your publication or on your website? According to new data from Forrester Research, more than half of what the report calls “conversationalists” are female and 70% are 30 years old or older. Forrester’s data also shows that 59% of all U.S. Internet users now use social networks and that 70% consume content on social media and social networking sites. As Forrester analyst Josh Bernoff notes, two years ago, when the company first looked at similar data, people’s online behavior with regards to creating and consuming content was very similar to what Internet users are doing today. One major difference, however, is the rise of conversational interactions. People still blog, comment and vote on social news sites like Digg and Reddit. Over the last two years, however, the fastest growing group in Forrester’s surveys have been conversationalists who use Twitter and Facebook to post status updates and engage in conversations with their friends.More People Join Social Networks – Number of Creators Remains StableCreators – those who publish their own blogs or upload audio they created – now make up 24% of all Internet users. Joiners – those users who maintain a profile on a social networking site – make up 59% of all users. Interestingly, while the number of joiners has grown rapidly, the number of creators has remained relatively stable over the last few years. This makes sense, though, given that it’s very easy to join a social network but relatively hard to create a podcast or maintain a blog.Forrester classified 17% of all respondents as “inactives.” These users don’t participate in social networking activities at all.
